The media has misled us on the Adarsh scam!

An article by Carl H. Gomes on Vigil Online throws light on unknown truths about Adarsh Housing scam.

Now that the dust has settled and the stench (from the shit that hit the fan) has blown away, we can perhaps look at the Adarsh scam a little dispassionately. The media (both print and electronic) really went to town on this because there is nothing that the media loves better than to tear a person?s reputation to shreds and the truth be damned. If Armed Forces officers are involved, the ferocity of the attack is worse because they can in addition sully the uniform and the institution, since the politician and the bureaucrat are impervious. And as they say, “the bigger they are, the harder they fall!”

The ..housing for widows of the “martyrs” of Kargil? is a media creation because the scheme was never meant for them nor was the plot reserved in their name. No government, however magnanimous, would have allotted such a prohibitively expensive plot in a prime location to Kargil heroes or their widows. A more likely place would have been in the satellite town of Navi Mumbai, or in Nagpur or Nasik, where land is available aplenty. The project was never promoted as a housing project for the ..widows of Kargil?; but the Kargil conflict itself was used as a ploy to get the land transferred to the society with the active connivance of the Defence Estate Officers, one of who became a promoter. Because of its location on the boundary of defence land and was in the physical possession of the Army, it had no commercial potential for a civilian project. It was the brain child of Maj Gen AR Kumar, Area Cdr/GOC (1999-2000), when the Kargil war was in progress and his deputy Brig TK Kaul. Subsequently all Area Cdrs and Sub-area Cdrs from 2000 to 2010 have been allotted flats in the building as a quid pro quo apparently to buy their silence. The Navy had no role to play in giving clearances at that time but top naval brass were offered flats all the same as one of the promoters was a naval officer. They were probably offered the “right of first refusal” but refused to refuse the offer. The other lower ranked officers (including a Petty Officer) either got it courtesy of one or other of the promoters or they just got lucky. No one looks a gift horse in the mouth!

The Adarsh plot is not located in far away Yeotmal or Aurangabad but in tony South Bombay (So Bo, as it is called) where property prices are the highest in the world and there is little vacant land left. It is just a stone?s throw away from and in full view of the headquarters of the Maharashtra government, “Mantralaya”, the BMC Headquarters and the Headquarters of the GOC, M&G Area. The building did not come up surreptitiously but grew in stature under the benign gaze of the worthies who occupy these hallowed premises and had their blessings.

The problems really started when the Revenue Minister (now Chief Minister) Ashok Chavan demanded 40% of the flats for civilians (read politicians and bureaucrats). A modest housing project of 6 floors slowly expanded to 31 floors to accommodate the swelling demand from these big wigs who high jacked the project and colluded with the builder to break every rule in the statute book with impunity. The building is a monument to deceit to all the people of Maharashtra/Mumbai/India and not just the Kargil heroes/widows, most of whom have already got houses in New Delhi in the Dwarka project. This project never had any link to ‘war veterans and/or widows of Kargil’ who were the invisible pawns in the game. We have only been compelled by the media to think that way. In fact, membership was restricted to Maharashtrians and those who could prove domicile in Maharashtra – so much so even the two former Army Chiefs did not just walk in – they had to get exemption from the highest levels of the government, even though this is not a government project.

Let us consider the following:

This is India, the country where the Armed Forces are just ‘use and throw? commodities like “curry patha”. This is Maharashtra which is one of the few states that does not have any sympathy or respect for the Armed Forces – the only state that charges the maximum taxes on goods sold through the CSD, including liquor. This is Mumbai which is the only city that does not exempt Armed Forces veterans from paying property tax on their houses even if it is ..self-occupied?.

The Govt could have selected a location where the land is cheaper and available in abundance like Navi Mumbai or also in places to which most of such heroes and widows would have belonged. It is hard to imagine a farmer from Haryana or a villager from Bihar wanting to stay in a tony area with the Ambanis as their neighbours – the Ambani residence SEAWIND is just next door.

The plot had CRZ restrictions due to which only a six-storied building could be officially built; thus, with 3 to 4 flats per floor, maximum 20 three bedroom flats – OR – not more than 30 two bed-room flats. would have come up.

This is a self financed scheme – not free houses. Their life-time savings (even if those martyrs had been alive) could not have enabled them to dream of possessing a house at the above location. The cost of land alone is in excess of Rs 60,000/- per sq. ft.

Heroes and widows of Kargil war number more than one thousand. Most of them have already been allotted flats in Dwarka in Delhi or in their own home states – and hence have no need for a second home. Besides, it is unthinkable that the Army would think of a welfare activity which could benefit just a small fraction of deserving personnel.

The Navy did not participate in the Kargil conflict yet there are several naval personnel amongst the members. The Air Force did participate but not one AF person is a member.

Security clearance from the Navy became an issue only in 2009 after the Navy was made responsible for coastal security in the wake of the 26/11 terrorist strike on Mumbai. The spot where the terrorists landed is only a few hundred metres up the road from Adarsh on Cuffe Parade. That is how the Navy raised a flag; but by that time the building was almost complete.

This was a scandal that was waiting to happen – it is neither the first, nor is it the last in an unending series of such scams that have dotted the Maharashtra landscape. Because of its location, Adarsh is very visible but it is just the tip of the iceberg; what of the innumerable Adarshes across the country which is driven by the greed of the rapacious builder-politician- bureaucrat nexus? The armed forces personnel, serving and retired are guilty by association and of impropriety and collusion. They will definitely face justice of one kind or another but will the politician and the bureaucrat be touched? We have seen what happens to them post 26/11.

55% of Mumbai?s population of 15 million live in slums or on the streets while 13 % live in ownership flats. 70% of the rest live in one-room tenements, some of which are crumbling. In a scenario of such abject deprivation, Adarsh is a monument of shame. Let us not drag the names of Kargil heroes into this filth even by association, which the media (Arnab Goswami and Rajdeep Sardesai) insists on doing. I cannot ask retired officers to stop appearing on TV talk shows, but I wish they would because they make asses of themselves.

Kathewadi – A village from another time !

We are finally in view of Kathewadi, a tiny village in the back of the beyond in Nanded district in Maharashtra. It’s been a six-hour journey from Hyderabad across two states to satisfy our curiosity about this village and its people having turned their lives around. I wonder if things can change. Is it possible in today’s times to run a shop unmanned by a shop keeper? To believe that goods bought would be paid for, without supervision ?

When we reach Kathewadi, I pass a woman sitting in the tiny portico of her gaily painted hut and as I make eye contact she smiles and motions me to come in. Smiling, she offers me water and shows me around her home. With gestures I convey that we are here to visit their village and take pictures. She offers to accompany us and we head off through the main street. We walk through a surprisingly clean village with clusters of homes neatly painted in a uniform shade of soft pink, soothing our eyes under the hot glare of the sun.

The Art of Living Foundation has adtoped this village and converted it into a model of village life. It founder, Sri Sri Ravishankar’s teachings arer painted on the walls of every home in the village. Says writer Babu Patil Biradar, who has now joined us. “We live by Guruji’s teachings.”

Radha Bai my guide tells me in Marathi, “All our homes have a toilet. We have all collected money and built one outside each house.” The pride is evident in her face.

We come to the main temple of the village alongside which is the famous shop. Men and women have come out of their homes to gather for the satsang that they all participate in every evening.

I am introduced to the village elders and after a series of greetings, I ask them about the inspiration behind the shop, unmanned by a shopkeeper, where all the goods are labelled and left for the people to pick up and pay for, unsupervised. I am invited to see for myself.

The linoleum lined floor and the neatly stacked shelves impress me with their quiet dignity. Each product is labelled and marked with the prices. There is a large box in which the villagers put in the money for the items they pick up and another little one marked Daan Peti (donation box) in which they collect money for development work in the village.

Sangeeta Suryavanshi is another surprise. She is the 25-year-old is the sarpanch of this village. She says, “One member of every family in this village has done an Art of Living course: The Nav Chetna shivirs, youth leadership training programme and the basic course.”

“It has brought such a change in our society that we have become totally addiction free. There is amity and harmony amongst all of us, which did not exist before. We have learnt about hygiene and cleanliness and all the money that was spent on vices like alcohol and tobacco is now used constructively. This has happened due to Guruji’s inspiration,” she says proudly.

“Now we have self help groups of ten people each and these groups solve any issues and implement solutions.” An old man is being helped across the street to our side and I rise to wish him. Allauddin Sheikh heads the only Muslim family in this village of 700 people.

“My family has lived here for generations. My son has done the Art of Living Course and he is very happy with all that he has learnt. In all my 80 years I have never seen such a transformation in our village. We live in complete harmony and help each other in times of need.”

The music has risen to a crescendo and men and women are dancing in devotion, each face alight with joy, as I take my leave, children reach out to wish me as I wave to them from the bus. Babu Patil’s shared confidence echoes through my head all through the journey back to Hyderabad.

I had dreamt of a village like this, after reading about it in a book. It has actually happened. Cleanliness, harmony, trust, human values, bonding, this village with a vision surely belongs to another time.

Thackerays need to calm down: Sri Sri

Reacting to the raging controversy on the ‘Mumbai is for Indians’ issue, noted spiritual guru Sri Sri Ravishankar on Thursday advised the leaders of Maharashtra to follow his organisation’s breathing technique and other courses in order to gain peace.

“There are a lot of problems in society already. Let us not create any new problems,” he told Zee News on being asked if the Thackerays needed to follow his teachings.

“The Thackeray family strictly need Art of Living lessons,” he said.

Sri Sri was in the Capital to announce a mission to clean up the River Yamuna that his Art of Living is starting from March 7. The mission encompasses involving volunteers, 82 NGOs, World Bank, UNESCO etc in a campaign to create awareness about Yamuna.

“India’s strength lies in unity in diversity and this cannot be put at stake because of such insignificant issues. We should look at a united India from Kashmir to Kanyakumari,” he added.

Having said that the leaders need to bring people together and not divide them, Sri Sri also added that locals should not be ignored.“Regional people should be given due importance, no doubt, but those from other states should not be opposed,” he said, adding “it is not part of our Indian culture.”

In a lighter, yet meaningful, vein he said that cleanliness campaigns needed to be launched everywhere- be it in politics, medical profession, business etc. “But don’t ask me to clean up everything,” he said followed by peels of laughter.

He said peace and reconciliation are possible and even the Maoists had responded positively to his call for talks. “We held a satsang in Orissa’s Maoist zone and there were over a lakh who attended, it was unprecedented.”

Called ‘Meri Yamuna, Meri Dilli’, the campaign will see awareness drives, cleanliness campaigns at various banks of Yamuna, coordination between various government agencies involved with Yamuna etc. Sri Sri said they were starting with Yamuna as it was more polluted than Ganga.

“Our Ganga clean up programs are already on, though,” he said. The campaign is being organised in view of the Central Pollution Control Board’s (CPCB) latest report that the faecal content in the water of the Yamuna is so high that the river resembles a drain.

”I saw devotees drinking and bathing in dirty Yamuna water. I was so pained to see that and decided to do something about it,” he added.

He said people and government were both to be held responsible for the mess in Yamuna that had not been cleaned up despite investment of hundreds of crores and people needed to demand answers from the authorities about the same.

“In our study, we found that the main problem is a lack of coordination between various government and non-government agencies. We will try to be a link for all so that we can plan all plan what to do about the Yamuna,” he said.

The program will not ask for money from those getting involved- corporates, citizens, World Bank etc.- and it would be all voluntary work, Sri Sri informed.

On being asked if it was possible to link development with nature, he said it was the only way for sustainable progress. “There is no other way. A balance will have to be achieved between growth and nature.”

He also dismissed questions about it all being a gimmick. “Our programs are for all to see. We make it compulsory for those who attend our spiritual camps to work for society. Where can we run from our issues? There is no escape…”

Every Indian language is a great one

If anybody wants to know why a handful of Britishers could rule us for so many years, they must study Raj Thackeray’s ascendancy.He is just not an enemy to the grand Maratha culture, but an anti-pan Indian vision who has given credibility to a politics promoted by hate and communal strife.

Samajwadi Party leader Abu Azmi must thank Raj profusely for enabling him to enjoy the support of the state’s gullible Hindi-speaking people who think here is a man in Maharashtra who stood for their language.What an irony, and what a joke!

Those MLAs who roughed up Azmi in the Maharashtra assembly on Monday and have been suspended from the legislature for four years have shown no remorse. On the contrary, the MNS has conveyed that it will be more aggressive in the future. I am sure these suspended MLAs will be accorded a hero’s welcome in many pockets of Maharashtra where they will wear the halo of martyrs.

All four MNS legislators won from erstwhile Shiv Sena strongholds. It shows that the emphasis on raising the volume and playing the ‘victim’ card riding on sectarian issues helps small regional parties in an atmosphere where the major players are unable to attract people’s support on larger issues.

When one national player, the Congress party, began helping Raj to take on its arch rivals in Maharashtra, the Shiv Sena and Bharatiya Janata Party, it was playing a dangerous game like it did in the late 1970s and mid-1980s when it promoted Jarnail Singh Bhindranwale and placated Muslim extremists respectively.

Such steps may help momentarily, but in the long run they prove acidic for the nation’s social fabric and damage the party playing with such fire.I firmly believe that those who make a living in Maharashtra — or for that matter in any other state and have their home there — must not feel hesitant to learn, speak and be proud of Marathi or the local language. It will be an act of arrogance to say that one Indian language is superior to the other.

We accepted English quite meekly, that was pushed down our throats by British colonisers with an unmistakable contempt for Indian languages. Read Macaulay’s infamous statement about it.But we refuse to learn Marathi, the language that Shivaji used in Maharashtra, or Tamil in Tamil Nadu. Is that a sign of patriotism?

My take is we must try to learn as many Indian languages as possible. So why not learn Marathi even if we don’t belong to Maharashtra and don’t earn a living there? But it has to be through love, calm and educative persuasion, showing equal respect for the others’s language preferences. Guns brings more guns in opposition and hate begets hate.

Every Indian language is a great one. Like our cousins, it is one of us. Why should we have to complain about its forced usage or suffocate having someone pushing it down our throats?I think the best that an Amitabh Bachchan or a Shah Rukh Khan could do is to pronounce from their roof tops that ‘Me Marathi Ahes (I am a a Marathi)’.

Being a Marathi doesn’t conflict with being a good Indian. But not at gun point surely.I have worked in Maharashtra, learnt Marathi and love to speak as much as I can to my Marathi friends. My ‘Me Marathi’ sentiment is borne out of my respect and affection for this great language and culture and not because someone is breathing down my neck to say so.

Where Raj fails India is the point of expressing his respect and devotion to Mother India’s Language Parivar.He is putting the idea of pan nationalism and a vision that encompasses the entire length and breadth of the country under one entity, Mother India, in conflict with local identities, helping fissiparous tendencies from Bihar to the north-east, from Punjab to down south.

This tendency has a fatal attraction for many and at a time when localisation of political issues seems to bring immediate rewards, small time politicians in every state will find it irresistible to begin an ‘oust the outsider’ movement.Where will the space for an Indian be then? And where will the Marathi people find a comfortable place in Patna, Bhopal or Delhi? Shouldn’t any place and corner of India be as inviting, hospitable and comforting to any Indian belonging to any state?

The idea of India is based on the unhindered flowering of diversity and safeguarding the vibgyor of a million flowers with as many fragrances. Else, what will the difference be between a China, a Saudi Arabia and us?

Way back in the early 1950s, the language issue had engulfed Punjab resulting in serious conflicts between votaries of Punjabi and Hindi. The latter were led by the Arya Samaj advocating Hindi as Punjab’s official language. Shri Guruji Golwalkar, the then sarsanghchalak of the Rashtriya Swayamsevak Sangh, was touring Punjab and saw the state being divided on the lines of language.

He issued a scintillating statement that must be an eye-opener for non-Marathi speaking Maharashtrians today. In Punjab he said all residents must register Punjabi as their mother tongue. It immediately helped to sooth inflamed emotions.

At a time when the nation confronts threats from belligerent neighbours and our economic development is at stake, raising language issues and making one Indian less empowered than the other on the basis of Talibani parochialism is a fragmented polity that must be nipped in the bud.

Central Government Schemes

1. Rajiv Gandhi Grameen Vidyutikaran Yojana, Ministry of Power – A scheme “Rajiv Gandhi Grameen Vidyutikaran Yojana” for Rural Electricity Infrastructure and Household Electrification was launched for the attainment of the National Common Minimum Programme of providing access to electricity to all Rural Household by 2009. Rural Electrification Corporation (REC) is the nodal agency for the scheme. Rajiv Gandhi Grameen Vidyutikaran Yojana to be continued during the Eleventh Plan period with a capital subsidy of Rs. 28000 Crore; allocation of Rs 5500 crore for FY09.

2. Rajiv Gandhi National Drinking Water Mission (RGNDWM), Ministry of Rural Development, Annual allocation plan 2007-08 was Rs.6,400 crore and Annual allocation plan 2008-09 is Rs.7,300 crore.

5. Indira Awas Yojana, Ministry of Rural Areas and Environment – IAY is a CSS funded on cost-sharing basis between the Centre and the States in the ratio of 75:25. In the case of UTs, the entire funds are provided by Centre. The target groups for housing under IAY are households below poverty line living in rural areas, particularly those belonging to SC/ST and freed bonded labourers.
