J&K: Boatman’s betrayal

Who can save the boat that the boatman is determined to sink? Hindus in Jammu fear the possibility of fresh holocausts as Union Home Minister P. Chidambaram’s red carpet to terrorists in PoK reinforces the politics of Muslim precedence in J&K, and strengthens Kashmiri Muslim resistance to full integration with India. The state last month broke a 19-year tradition and refused to unfurl the tricolour at Lal Chowk, a decision that demoralized armed and para-military forces in the state.

While successive Indian governments have failed to redress the citizenship and human rights of refugees, mostly Hindu scheduled castes, who migrated to J&K after Pakistan grabbed parts of the state in the 1947-48 war, and again after the wars of 1965 and 1971, the UPA has with alacrity welcomed PoK-based militants to the Valley. Nearly one lakh Hindus remain excluded from the socio-economic and political life of the state, denied voting rights, education for their children, bank loans, and the right to own property, since 1947.

More dangerously for the Republic, religious cleansing operations are covertly going on in the Muslim-majority areas of Jammu, though the state government is hiding the magnitude of this internal displacement. The matter was, however, raised in the PM’s Working Group on Centre State Relations for J&K, though it seems to have been ignored.

Bemused Pandits and a stunned nation are at a loss to understand what prompted the Centre to unilaterally announce an open door policy for the terrorists who unleashed genocide and drove nearly four lakh Hindus out of the valley since 1990. So far, only 7,000 families have been sheltered in government camps in Jammu; the rest are dispersed nation-wide and left to fend for themselves. They suffer unemployment, serious health and psychological traumas, a falling growth rate of the community; but they are nobody’s children.

Yet, on Feb. 11, 2010, home minister Chidambaram said the Centre was ready to “welcome” Kashmiris (read Muslims) who crossed the LoC for arms training for insurgency operations, if they relinquished militancy. He had previously surprised the nation by announcing resumption of dialogue with Pakistan, despite lack of tangible moves by Islamabad to control terrorism. Chidambaram defended the amnesty mooted by chief minister Omar Abdullah on grounds that it was recommended by the Justice Saghir Ahmed Working Group appointed by Prime Minister Manmohan Singh, though this has been challenged by BJP member Arun Jaitley.

Union Health Minister Ghulam Nabi Azad has contested this bird-brained scheme as Pakistan could use it as a cover to push foreign militants into the country. Azad argues it will be difficult to establish if the youth being accepted are the same men who went to Pakistan for arms training, and if they have genuinely eschewed violence. When Islamabad is refusing to hand over the accused in the Mumbai 2008 terror attack, how can New Delhi adopt a surrender policy that facilitates further infiltration of militants into the country?

It is estimated that nearly 4,000 youths crossed the LoC during the 1990s; many returned quietly, but about 800 remain. In 2006, these youth met an Indian delegation to PoK that included Omar Abdullah (PUGWASH Conference) and pleaded for help to return, claiming they were “homesick.” That may be true, but when separatism continues to thrive in J&K as a whole, and militancy is on the upswing, there is no political logic for such generosity. There are also complications like men who married local girls and have children who are Pakistani nationals.

Many Hindus view the amnesty scheme as a new incarnation of the J&K Grant of Permit for Resettlement Act, 1982, which was ultimately stayed by the Supreme Court on a petition by Mr. Bhim Singh of the Panthers Party. Sheikh Abdullah had piloted this legislation after his victory in the July 1977 state elections; Dr Farooq Abdullah became chief minister in September 1982 after the Sheikh’s death.

Like his father, Farooq too tended to raise the bogey of autonomy from time to time, in order to retard the process of the state’s integration with the Union of India. The Resettlement Act aimed at the resettlement of Kashmiris (read Muslims) who had migrated to Pakistan-Occupied Kashmir or Pakistan itself, and wished to reunite with their Indian kith and kin. It was disliked by the state’s Hindu community which saw it as a ploy to deprive Hindus of the migrant properties which had been allotted to them. These fears have now been revived.

Observers saw the Bill as a step in the direction of concretizing the plan for a Greater Kashmir by ensuring an effective Muslim majority for the districts of Poonch and Rajouri. Governor BK Nehru received a plethora of complaints against it, which prompted him to send a message to the legislature outlining its legal and constitutional infirmities. But an adamant Farooq Abdullah got the assembly to pass the Bill again on October 4, 1982, and the Governor was constrained to give his assent.

Thereafter, the President referred the Bill to the Supreme Court, as the power to grant citizenship vests with the Centre, and not the states. But the apex court returned the matter last year without remarks. However, acting on Bhim Singh’s writ petition challenging the Act’s validity, the court took note of rising cross-border terrorism in J&K, where by then 50,000 persons had fallen victim to militancy, and stayed implementation in February 2002; this is still valid. It was argued that the Act was prima facie “ultra vires of the constitution.”

The UPA owes the country an explanation why the wars and sacrifices of 1947, 1965, 1971, Kargil, and the continuing thousand cuts which culminated in the spectacular violence of Mumbai 2008, are being discounted in this cavalier fashion. What compulsion drove Kashmir’s dominant Muslim majority to hound their unarmed Hindu brethren with violence and threats of violence issued from loudspeakers attached to mosques, to molest Hindu women and threaten to retain them as captives while forcing their men out of the land? Kashmiri Muslim obduracy continues to pose a threat to national security, yet the Centre is willing to risk the entry of more spies, saboteurs and outright terrorists, to stoke emotions and push the state in the direction of independence/secession. ‘Terrorists have no religion’ – Shah Rukh Khan is not telling the truth

At a public meeting held on Nov. 29, 2009, Actor Shah Rukh Khan is reported to have said that:  “Terrorism has no religion”.  This is grossly misleading and nonsensical twaddle by a crafty actor to lull Hindus into believing that Islam has nothing to do with terrorism.  It has not a whit to do with reality.  It is completely out of sync with the general view held by millions of Hindus, Sikhs and Buddhists who have suffered unprecedented brutalities and savagery at the hands of Radical Islamists for the last 1400 years.

Instead of giving wide publicity to this untruthful claptrap all over India his opinion should have be dismissed with the contempt it deserves and challenged by leaders sitting in the meeting, including Home Minister P. Chidambaram.  Since people sitting in the meeting had absolutely no clue as to what the Islamic trilogy, Quran (sacred book of Muslims), Hadith (traditions based on conduct of Mohammad)  and Sira (life of Prophet Mohammed) , enjoin on Muslims,  they just listened to and accepted the crap dished out to them.  None of them, either because of ignorance or fear of violent reaction from Islamists, even raised the question that descendants of invaders, particularly Wahhabists and Salafists, are spreading the jihadist movement in India to complete the violent conquest of India for Islam.

The time has come for Hindus to develop a little bit courage and call a spade a spade.  It is an irony of fate and a matter of great disgust that none of the Hindu leaders in India came forward to challenge this statement laden with outright lies and bald assertions. Hindu leaders in India have lost the nerve completely.  Because of their squeamishness, sheepishness and lack of virility, Hindu society is undergoing torture and suffering.  At the moment Hindu society is directionless, rudderless and feels cantankerous because Hindu leaders rarely deracinate the perniciousness of Jihadi culture in public.

Shah Rukh Khan used sophistry and subterfuge to misguide Indians (Hindus) by covering up the heinous crimes of his co-religionists, and portraying them in a very favorable light.  In his sinister attempt he was aided and abetted by anti-Hindu electronic and print media who broadcast his message as gospel truth all over India. Ostensibly, Shah Rukh was following the Islamic law of al Taqiyah which enjoins  on Muslims to lie and cheat in the furtherance of Islam. Shah Rukh fully exploited the non-comprehension of media and ignorance of the non-Muslim audience about the tenets of Islam.

It is a paradox that Muslims, converts or their descendants, who enjoy good life in India , invariably support their Arabian masters.

The following verifiable facts outright reject the statement of Shah Rukh Khan:

1. The World Trade Center attack in New York on 9/11 in which 3000 innocent people were burnt to death was carried out by agents of Al Qaeda (a militant Islamic terrorist group led by Osama bin Laden).

2. The Bali bombing on October 12, 2002 also was unleashed by radical Islamists.

3. The Madrid train bombings in Spain on March 11, 2004 in which 191 people were killed was by Muslims.

4. The suicide attack on Indian Parliament in December 2001 was launched by two Pakistani (Muslim) terrorist groups who were guided by the tenets of Islam.

5. The three Mumbai bomb blasts (i) in 1993 in which more than 250 people were killed, (ii) July 2006 in which 209 killed, and (iii) 26/11/2008 in which 170 people killed were all carried on by devout Muslims.

6. The June 7, 2005 London train bombing in which 52 people were killed was also the handiwork of Islamic terrorists.

7. Islamic terrorists in 1998  bombed US embassy in Kenya and killed hundreds of innocent people.

8. Islamic terrorists attacked in Algeria , Moroco in April 2007 and killed a lot of people.

9. A group of 45 Muslim doctors threatened to use car bombs and rocket grenades in terrorist attacks in the United States during discussions on an extremist internet chat site.  One message read: “We are 45 doctors and we are determined to undertake jihad and take the battle inside America .

10. Another terrorist suspect Najibullah Nazi, 24, from Denver was allegedly planning attacks on the New York subway in September, 2009 was also a Muslim.

11. Major Nidal Hasan proclaimed himself a “Soldier of Allah”.  He massacred 13 American soldiers at Fort Hood , Texas , and is said to have shouted “Allah-o-Akbar” before killing them.  He fully believed in Holy War against infidels.

12. US citizen David Coleman Headley (Daood Gilani) , and Canadian citizen Tahawwur Hussain Rana arrested in October, 2009 in Chicago were working for the Lashkar-e-Taiba (LeT) –  were both Muslims.

13. Javed Ahmed and Ashiq Ali arrested by Delhi Police on August 7, 2009 were Muslims.

14. British-Iraqi doctor Bilal Abdulla convicted on conspiracy to cause murder and explosion at Glasgow airport in 2008 was a devout Muslim.

15. Five young Muslim Americans living in Washington, D.C. suburbs who were on their way to the heart of Taliban sanctuary in Pakistan to be trained as Jihadi terrorists.  They were arrested in Pakistan on December 10, 2009.  One of them Zamzam made a video quoting Koranic verses.

Former Mumbai Police Commissioner Hassan Gafoor is on record to have stated at a Press Conference that 14-16 Indians (including  Fahim Ansari, Sabahuddin and other Muslims)  were suspected to be involved in the 26/11 Mumbai attack.

A known British Mullah Mr. Anjum Chaudri on video describes the killing of innocent non-Muslim in suicide bombing as  “legitimate”.

Shaikh Omar Abdel-Rahman, who planned the first attack on the World Trade Center in 1993, funneled these words to his fellow faithful: “Oh, you Muslims … destroy their embassies, attack their interests, sink their ships, and shoot down their airplanes. Kill them on land, at sea, and in the air, kill them wherever you find them.” (Babbin, in the Words of Our Enemies, p. 60)

“Our whole struggle is for the enforcement of Sharia law”  Muslim Khan, Spokesperson for the Pakistani Taliban, responsible for hundreds of bombings, shootings and abductions.

All the above statements made by religious scholars make it crystal clear that the aim of Islam is to dominate the entire world by force and subjugate entire humanity.  In spite of massive evidence presented above, Shah Rukh Khan and the so called secular print and electronic media has the temerity to present falsity as truth.  Radical Islamists know it very well that it is a game bluffing the hateful Kafirs.  Hence this secular shibboleth has to be exposed and vehemently condemned otherwise it will destroy India from within.

A study conducted by Pew Foundation concludes that:  Majorities or pluralities in the U.S. , Canada , and every European country, other than France , judge that some religions are more prone to violence than others. And when those taking this view are asked which religion they think of as more violent, Islam is designated by large majorities in each of these countries – in Netherlands 88%, in France 87%, in Spain 81%, in Germany 79%, in Poland 77% in India 73% consider Islam is the most violent religion.

Finally, Muslim groups are supporting the terrorism openly!!

Several Muslim groups have come together to question for the first time the ban on Simi, the student group blamed by the government for involvement in anti-national activities in the country. The initiative has come three days before the ban on the Students’ Islamic Movement of India expires on February 7.

“It is for the first time that the community has shown the courage to come out in the open to protest against the ban on Simi. Though this should have been done much earlier, we are happy that we could gather the courage at least now,” said Zafarul Islam Khan of Milli Council, one of the groups involved in the campaign along with organisations like the Jamiat Ulema and the Jamaat Islami-e-Hind.

So far, no Muslim organisation except the Jamaat Islami-e-Hind had publicly sympathised with Simi since it was first banned in 2001.The ban, under the Unlawful Activities (Prevention) Act, 1967, had come in the wake of the September 11 attacks in the US. The government said Simi was involved in anti-national and terrorist acts. The outfit was outlawed again in 2003 and 2006.

The last time Simi — formed in April 1977 as the youth wing of the Jamaat Islami-e-Hind — had been banned was on February 8, 2008. A tribunal headed by Delhi High Court had stayed the order on August 6, but the next day the Centre had moved the Supreme Court, which stayed the tribunal’s order.

The Muslim organisations have already held a conference in Delhi and have decided to hold more across the country to put pressure on the government, fearing it might extend the ban.

Minority leaders say Simi is the only banned outfit that has moved court against the decision to outlaw it. “None of the other banned organisations like the Maoists have gone to court. Simi did it because it believes in the Indian constitution,” said Maulana Arshad Farooqi, who heads the Markazi Jamiat Ulema-e-Hind.

“We admit that Simi had an element of fanaticism in it,” said Milli Council’s Zafarul Khan. “But that does not make it a terrorist group. If fanaticism is a criterion, then organisations like the RSS and the Bajrang Dal, should have been banned.”

The minority groups have submitted memorandums to the Prime Minister and the home minister, urging them to lift the ban. They also plan to meet Sonia Gandhi, hoping that the “Congress’s new-found love for minorities” will encourage her to take a favourable stand.

Ex-MLA gave me shelter: Delhi bomber

In a shocking disclosure, arrested Indian Mujahideen terrorist Shahzad Alam has revealed to the police that he was provided shelter and financial help by a former Delhi MLA after he escaped from the Batla House shootout on September 19, 2008. According to sources in Delhi Police crime branch, Shahzad has also claimed that a Bihar-based former junior minister and a prominent Mumbai politician helped him evade arrest.

Shahzad, arrested in Azamgarh, was handed over by the UP cops to Delhi Police crime branch on Monday and brought to the capital on Tuesday. Since then, he has been intensively questioned by police as well as Intelligence Bureau for details of IM activities, and also on how he and Ariz alias Junaid were able to elude the police siege of Batla House.

Shahzad has reportedly told the police that when the firing began at L-18 Batla House, he and Junaid were in another room. He then went to the balcony and saw policemen. While the gunbattle raged on near the front door, the duo fled through the second exit. They ran down the same stairs used by the police team to come up, apparently shouting that they were residents. In the ongoing melee outside the building, they were able to stage a getaway. They then took an auto-rickshaw to Shaheen Bagh where they were sheltered by the former MLA, now based in Noida.

Since the two were short of money, the ex-MLA allegedly provided the cash that helped them board a train for Aligarh. The two then went to Lucknow and Azamgarh from where Junaid parted ways with Shahzad. At this time, the two IM terrorists were reportedly assisted by the junior minister from Bihar by way of more finances. With Shahzad also naming a Mumbai politician, police are verifying an account of the terrorist’s visit to the city alongwith Junaid.

When asked about the identity of the ex-MLA, the crime branch officers were tightlipped and said Shahzad’s claims were being tracked and verified. However, they did not rule out the possibility of the politician being called in for questioning in connection with the case.

As a perceived snub to Pakistani players by the Indian Premier League spark a spat between the neighbouring countries, Bollywood superstar Shah Rukh Khan, an IPL franchisee himself, believes they should have been picked.

“I truly believe they (Pakistan playeers) should have been chosen,” Khan, co-owner of Kolkata Knight Riders(KKR), said.Khan however said that since “some issues” were involved the matter could have been handled by the IPL “respectfully”.

“My family is from Pakistan. There are issues but we need to solve them. Let’s love each other,” Shah Rukh said.No Pakistani player was bought by the eight Indian clubs during an auction on Tuesday for the third edition of the glitzy IPL despite the Pakistan team being the reigning world champions in the Twenty20 format of the cricket tournament.

Rooting for the Pakistani players, Khan said they are the best T20 players in the world. “They are the champions, they are wonderful but somewhere down the line there is an issue and we can’t deny it,” he told NDTV.

Khan said it was humiliating to him as a KKR owner that no one bid for the Pakistani players despite them being put up for auction.

Shiv Sena attacked Shah Rukh Khan for lamenting exclusion of Pakistani players from IPL and dared him to take the players in his team Kolkata Knight Riders.

“If Shah Rukh wants Pakistani players to play here, he should go to Karachi and Islamabad to play with them. If he includes Pakistani players in his team, he should be aware of the consequences,” Sena spokesperson Sanjay Raut said.

Reacting to the non-selection of Pakistani players in the IPL auction, Bollywood star and co-owner of Kolkata Knight Riders Shah Rukh Khan had recently said that they (Pakistani players) should have been welcomed.

“I truly believe they (Pakistan players) should have been chosen,” Khan had said.”We would have loved to have Pakistani players if they were made available legally,” he had said.

One Republic – Two flags!!

In our republic, which boasts of one nation, one people and one union, we have two flags. One for India and the other for Kashmir.

If the mere picture of a foreign national irks, embarrasses and makes the government apologetic, should a flag, put on a par, parallel to the flag of our republic for which we swear to live and die, make us happy and proud?

There is one tricolor, which is our soul. We sing for it, love it, feel thrilled when it’s fluttered on any part of this planet. That’s us and our invincible tricolour.

And here is another flag. We hardly know about it. A piece that has to be displayed on the bonnets of the Ambassador cars the governor, the chief minister, the Union home minister or even the Prime Minister uses to negotiate a Kashmir road. Suddenly there are two flags, two people, two lands. And still one republic? Ask Justice Sagheer Ahmad and hear the “give more autonomy to J&K” call. More, still more, autonomy for what? A seperate flag and wanting to be more seperate?

Whose flag is it, any way? They say it’s Kashmir’s flag. So why don’t our rulers hoist it too in the Republic Day parade in New Delhi? A bit red-faced, they say it’s just for Kashmir.

Why not every state in India is special?

Why not every Indian citizen is equally special?

We, the Indians, the people of India.

Who gave the Constitution to themselves on January 26, 1950, hence the republic and the parade for it.

We can’t buy an inch of land in Kashmir because there is a provision in the Indian Constitution that bars it. That’s called Article 370.

It says we are not authorised to be citizens of Kashmir. But we are Indian citizens?

So what?

Article 370 says we are not naturally Kashmiri citizens, even if we are Indians.

If we are Indians, we can be Biharis, Tamilians or Arunachalis. But not Kashmiri.

There was a man whose name was Syama Prasad Mookerjee. He died protesting separate provisions for Kashmir. The news agency IANS reported recently: “Mukherjee was imprisoned for entering the state without a proper permit in violation of Article 370. His entry was in protest against the separate constitution, head of the state and flag of Jammu and Kashmir.

“Mukherjee wanted that Jammu and Kashmir be declared an integral part of India and governed like any other state of the country.”

Mookerjee (that’s how he spelt his name) died mysteriously in a Srinagar jail.

Who cares for such a “mad” man, giving his life for national integration in its truest sense?

Live peacefully, in your Lutyens’ bungalow and offer government constructive cooperation.

Let me reproduce some extracts from the constitution of Jammu and Kashmir? It has a separate identity from the Indian Constitution and no law that the Indian parliament passes is applied in J&K unless the J&K assembly  passes it too and it has the right to overrule the Indian parliament and change the contents of the laws passed by the parliament situated in New Delhi.

The J&K constitution says —

Preamble:

We, the people of the State of Jammu and Kashmir, having solemnly resolved, in pursuance of the accession of this State to India which took place on the twenty sixth day of October, 1947, to further define the existing relationship of the State with the Union of India as an integral part thereof, and to secure ourselves-

JUSTICE, social, economic and political;

LIBERTY of thought, expression, belief, faith and worship;

EQUALITY of status and opportunity; and to promote among us all;

FRATERNITY assuring the dignity of the individual and the unity of the Nation;

IN OUR CONSTITUENT ASSEMBLY this seventeenth day of November, 1956, do HEREBY ADOPT, ENACT AND GIVE TO OURSELVES THIS CONSTITUTION.

Part II of “The State” of the Constitution of Jammu and Kashmir:

Relationship of the State with the Union of India – The State of Jammu and Kashmir is and shall be an integral part of the Union of India.

On April 7, 1958, the Plebiscite Front of Sheikh Abdullah adopted a resolution specifically citing Article 370, and stated that : “Jammu and Kashmir state has not yet acceded to any of the two dominions, India and Pakistan. Therefore, it will not be right to call Pakistani invasion on Jammu and Kashmir as an attack on India.” Using Article 370 Kashmiri Muslim leaders have opposed any family planning and welfare schemes formulated by the government of India, and the programme was implemented only in the Hindu majority Jammu. The former chief minister, G M Shah, had said that the aim of the government family planning programme was to convert the Muslim majority into a minority. The former external affairs minister M C Chagla had told the United Nations that the Article was a temporary measure. The two former chief ministers of Jammu and Kashmir Bakshi Ghulam Mohammad and G M Sadiq too wanted this Article to be repealed.

Articles 3 and 5 of the State constitution of Jammu and Kashmir state that it will remain an “inseparable” part of India and Parliament should immediately repeal Article 370.

Friends on the internet suggest, “Those Kashmiri Muslims who have declared themselves to be Pakistanis should be asked to apply for Pakistani citizenship, and if their applications fail, they should be declared stateless persons and no longer citizens of India, and therefore no longer citizens of any part of the dominions of the Republic of India.”

Article 370 (though originally Article 306-A) drafted by Gopalaswami Ayyengar in close consultation with Sheikh Mohd Abdullah reads as follows:

“Temporary provisions with respect to the State of Jammu and Kashmir:

1. Notwithstanding anything in this Constitution,
(a) the provisions of Article 238 shall not apply in relation to the State of Jammu and Kashmir;

(b) the power of Parliament to make laws for the said State shall be limited to,
(i) those matters in the Union List and the Concurrent List which, in consultation with the Government of the State are declared by the President to correspond to matters specified in the Instrument of Accession governing the accession of the State to the Dominion of India as the matters with respect to which the Dominion Legislature may make laws far that State; and

(ii) such other matters in the said Lists as, with the concurrence of the Government of the State, the President may by order specify.

Explanation:
For the purposes of this article, the Government of the State means the person for the time being recognised by the President as the Maharaja of Jammu and Kashmir acting on the advice of the Council of Ministers for the time being in office under the Maharaja’s Proclamation dated the fifth day of March, 1948;

(c) the provisions of Article 1 and of this article shall apply in relation to that State;

(d) such of the other provisions of this Constitution shall apply in relation to that State subject to such exceptions and modifications as the President may by order specify:

Provided that no such order which relates to the matters specified in the Instrument of Accession of the State referred to in paragraph (i) of sub-clause (b) shall be issued except in consultation with the Government of the State:

Provided further that no such order which relates to matters other than those referred in the last preceding proviso shall be issued except with the concurrence of that Government.

2. If the concurrence of the Government of the State referred to in paragraph (ii) of sub-clause (b) of clause (1) or in the second proviso to sub-clause (d) of that clause be given before the Constituent Assembly for the purpose of framing the Constitution of the State is convened, it shall be placed before such Assembly for such decision as it may take thereon.

3. Notwithstanding anything in the foregoing provisions of this article, the President may, by public notification, declare that this article shall cease to be operative or shall be operative only with such exceptions and modifications and from such date as he may specify:
Provided that the recommendation of the Constituent Assembly of the State referred to in clause (2) shall be necessary before the President issues such a notification.

In exercise of the powers conferred by Article 370 the President, on the recommendation of the Constituent Assembly of the State of Jammu and Kashmir, declared that as from the 17th Day of November, 1952, the said Article 370 shall be operative with the modification that for the Explanation in Cl. (1) thereof, the following explanation is substituted namely.

Explanation – For the purpose of this article, the Government of the State means the person for the time being recognized by the President on the recommendation of the Legislative Assembly of the State as the Sadr-i-Riyasat (now Governor) of Jammu and Kashmir, acting on the advice of the Council of Ministers of the State for the time being in office.”

Where is the pain and where is the shoulder?

Hamas supporter teaching at London university

A declared supporter of Hamas, accused by a government minister of advocating attacks on British forces, has been given a paid teaching post at London University, The Daily Telegraph can disclose.

Daud Abdullah has been appointed to teach a 22-week course entitled “Introduction to Islam” at Birkbeck, a college of the university. The move will add to growing concern in the wake of the Detroit bomber case that London University is becoming a haven for Islamic radicals.

Last year Dr Abdullah, who is also deputy secretary general of the Muslim Council of Britain, signed the controversial “Istanbul Declaration.” This applauded Hamas, demanded “jihad and resistance” against Israel, sought a “complete victory for all of Palestine,” stated that “everyone standing with the Zionist entity [Israel]” should be treated the same as the Israelis, and said that the sending of “foreign warships into Muslim waters” was a “declaration of war” which must be “fought by all means.”

The then Communities Secretary, Hazel Blears, claimed the declaration advocated “violence against our troops” and “attacks on Jewish communities all around the world” and broke off relations with the MCB when they refused to sack Dr Abdullah.

Dr Abdullah has refused to withdraw his support for the Istanbul Declaration, though he has always insisted that he opposes attacks on British forces. The Government last week restored ties with the MCB – but still refuses to have any contact with Dr Abdullah.

Houriya Ahmed, of the think-tank the Centre for Social Cohesion, said: “This is deeply worrying. It is bad enough when hardline preachers are invited on campus but to have soneone actually lecturing on behalf of the university is far worse. It is shocking they think that this man idea is suitable to introduce students to Islam.”

The appointment is the latest in a series of controversies involving Islamist extremism and London University. The Detroit bomber, Umar Farouk Abdulmutallab, was allegedly radicalised while a student at UCL, another college of the university. Earlier this week the Telegraph reported how UCL’s Islamic society, which Abdulmutallab once chaired, is to host a series of speakers with links to extremism and alleged terrorism.

It has also emerged that Reza Pankhurst, a teacher at another London University college, the LSE, is a leading activist in Hizb ut Tahrir, an extremist, separatist and anti-Semitic group. Numerous other meetings with radical speakers have been held on the university’s premises. Ms Ahmed said: “There appears to be a particular problem with the University of London. They have a duty of care to their students and they are failing to provide it.”

Last week senior US government officials accused Britain of not doing enough to tackle extremism, saying the UK has the West’s “greatest concentration of active al-Qaeda supporters.” Particular concern was expressed about British universities.

The course taught by Dr Abdullah, at Birkbeck’s Stratford campus, began in October and is due to last until Easter. A spokesman for Birkbeck College said: “If anyone raises concerns about a member of our staff, we will investigate them.”

Dr Abdullah said last night: “I have never had any complaints from the authorities about my teaching. There are members of the police forces and the intelligence agencies who attend my course. I remain a signatory of the Istanbul Declaration and I believe the Palestinian people have the right to resist but I dispute Hazel Blears’ interpretation of the Declaration.” Asked whether he supported attacks on anyone who “stood with” Israel, such as British Jews or Israeli civilians, he said: “Let’s not get into semantics. I have made my views clear.”
